During Mbeki era: 1.Civil Servants did not get increment for 10 years but they got 1% IQMS after 8 years. 2.The Salaries were negotiated but with no tangible results but ended with 1% and no increment with Bonus when you earn Qualifications no top up of salary like before. 3.The Comrades were appointed in Strategic Positions. During Zuma Era 1.Civil Servants got increment. 2.Level of Corruption grew taking the Advantage of Zuma cordial approach. 3.There was Development like N4 Universities at North Cape,Mpumalanga Mbombela stadium.
